Ken started in the lath and plaster industry, with Gray Plastering, after graduating ASU with a Construction Management degree in 1983. When Gray closed in 1987, joined with Tom Russo at Russo Lath and Plaster. 

Division Nine Contracting evolved in 1990 from Russo Lath & Plaster, which was started in 1986.  Since then, Thomas Russo and Kenneth Fenolio, have directed the company into the foremost, quality based, plastering, EIFS, and specialty finish contractor in the state of Arizona.

The general contracting division was born in 1998 and has become synonymous with quality remodeling of fine homes, new custom homes, religious facilities, educational facilities, office, retail, modular buildings, and other commercial projects. 

Division Nine Contracting has, and always will, strive for perfection.

Let me introduce you to Detect It LLC, Stucco Systems Consultants. We are located in Phoenix and will travel anywhere in the United States. We perform a variety of services including: EIFS Special Inspections, Stone Veneer Special Inspections, Commercial & Residential Envelope Condition Reports, Envelope Consulting, Commercial Third Party Drainable EIFS Inspections, Repair Recommendations for Residential and Commercial properties, Moisture Intrusion Investigations, Exterior Stucco and EIFS systems review, Expert Witness and Claims Investigations. I have served on the AWCI-AZ board for over 5 years and am actively involved in helping our industry stay informed of code issues moving into the next decade.

My name is Steve Caldwell and I have been in the stucco industry in the Phoenix area for over 40 years as an Applicator, Material Supplier Salesman, Stucco Subcontractor, Estimator, EIFS Manufacturers Sales Representative and owner of Detect It LLC for the last 15 years.

Mark is a commercial litigation partner who primarily practices in construction-related matters and disputes of nearly all types, with an emphasis on construction payment rights and remedies including private and public payment bonds, mechanics’/materialmen’s liens, stop notices, prompt pay law, and “no-pay” claims before the Arizona Registrar of Contractors. He regularly represents suppliers, subcontractors, general contractors, owners/ developers, registered professionals, and lenders in construction contract formation, trials, arbitrations, administrative actions, and mediation/negotiation/dispute resolution.

Appearing before the civil division of the Arizona State Superior Court is often required in Mark’s practice. His court experience includes jury and bench trials, hearings, and numerous oral arguments, where he has served as lead and co-counsel in a variety of construction and non-construction litigation matters. Mark’s non-construction experience includes commercial contract breach, administrative law matters, commercial foreclosures, creditor rights, and enforcement of money judgments. He has also served as an Arbitrator in several Maricopa County Superior Court compulsory arbitration actions.

In addition to having traditional Superior Court civil litigation skills, he appears regularly before various administrative agencies and forums, most frequently the Arizona Registrar of Contractors and Arizona Office of Administrative Hearings. Mark’s hearings and appearances before the Registrar of Contractors include prosecuting and defending allegations concerning workmanship, “no-pay” complaints, and various regulatory issues that can arise when the construction contract is breached. He has also been involved in appeals from the Registrar’s office to the Superior Court, District Court, and 9th Circuit Court of Appeals. Mark has extensive experience in construction matters which fall within the parallel jurisdictions of the Registrar’s office and the civil courts.

Bill Borselli is a third generation member of the Saguaro/Aspen team that is Committed to Being their Best. Bill strives to be a fully integrated character, holding on to time tested family business values while striving for innovation within the industry and personally. CEO of Action Equipment and Scaffold Co., Inc. & CEO/President of Waco Scaffolding and Equipment Co. Started in the scaffold business with Action part time in 1971 and then full time in 1977 as an outside salesman. Later became the Phoenix branch manager of Action and in 1989 became president. Became part owner of the company in 1993. Purchase Waco in Colorado in 2006.

​Industry achievements include:

President of Phoenix chapter of Associated Builders & Contractors (ABC) in 1988 after having served on their national Board of Directors, local board and chairman of the Safety Committee. Recipient of several awards for Safety Management in 1981 & 1982 and was elected a member of the Beam Club for membership recruitment.

​President of the Scaffold Industry Association (SIA) now known as the Scaffold and Access Industry Association (SAIA) from 2004-2006 after having served on their national Board of Directors, Executive Committee, Platform Council Chairman. Recipient of the Outstanding Company Contribution Award (1994), Coupling Pin Award (1995), Outstanding Council Chairman Award (2000), Outstanding Service Award (2002), Unsung Hero Award (2003), Spirit Award (2003), Victor Saleeby Award (2006), President’s Award (2007), Hall of Fame Award (2010).

​Benefactor of the Scaffold & Access Industry Association Education Foundation (SAIAEF) and winner of the Bronze, Silver, Gold, Platinum and Diamond level Benefactor Awards.

Dave has worked in the construction industry all of his adult career.  He has been with Superlite Block since 1986 and is one of the most respected technical masonry authorities in the Southwest. He is passionate about giving back to the Arizona construction community and has served may years on the Arizona Masonry Council board as well as the AWCI-AZ Board and various committees.

Brent Cooper is a third generation AROK owner. He started as a part-time laborer while attending school before transitioning to a full-time career at AROK in 1994. Brent has worked all aspects of the business starting as an apprentice, then journeyman, estimator, project manager and for the last 16 years, Brent has served as the company’s President. After working in the industry for almost 30 years, Brent recognizes that the company’s success is a direct result of building and maintaining relationships with employees, customers and vendors. His priority on every project is constant communication from pre-construction to completion to ensure that each project will be done on time, within budget and exceed expectations. His collaborative approach is what appeals to customers, which is why he has relationships and repeat business going back several decades.

Outside of the office, Brent spends time watching his daughters play soccer and dance, he snowboards and mountain bikes on the weekends. He has a passion for music and the arts and volunteers for the Phoenix Art Museum through the Men's Art Council.

Rick has been in the building industry for his entire career.  Over his 30+ years of experience, he has worked in several large markets and multiple states.  His tenure has included architecture, project management, and commercial construction. Additionally, he has worked in building products for manufacturers, distributors and has owned a business as well.  His current position is with a manufacturer of wall board, PABCO Gypsum, and covers Arizona and New Mexico.


Rick and his wife, Nancy, have two grown children and have lived in Arizona since 2015. He enjoys golf, outdoor activities, and helping individuals/businesses find solutions to everyday problems.

Gary brings over 10 years of comprehensive state & regional advocacy expertise. Extensive experience servicing patrons of Arizona from the city to state-level influence. Strong leadership advocacy for Arizona Non-Profit organizations and tribal communities throughout the region, even extending outside of Arizona to Nevada and Utah. Gary brings deep collaborative partnership history with regional tribes leadership, Non-Profit organizations, government organizations such as the National Park Service, as well as commercial municipal organizations.
