When Gray closed in 1987, joined with Tom Russo at Russo Lath and Plaster. Division Nine Contracting evolved in 1990 from Russo Lath & Plaster, which was started in 1986. Since then, Thomas Russo and Kenneth Fenolio, have directed the company into the foremost, quality based, plastering, EIFS, and specialty finish contractor in the state of Arizona. The general contracting division was born in 1998 and has become synonymous with quality remodeling of fine homes, new custom homes, religious facilities, educational facilities, office, retail, modular buildings, and other commercial projects. Mark is a commercial litigation partner who primarily practices in construction-related matters and disputes of nearly all types, with an emphasis on construction payment rights and remedies including private and public payment bonds, mechanics’/materialmen’s liens, stop notices, prompt pay law, and “no-pay” claims before the Arizona Registrar of Contractors. He regularly represents suppliers, subcontractors, general contractors, owners/ developers, registered professionals, and lenders in construction contract formation, trials, arbitrations, administrative actions, and mediation/negotiation/dispute resolution. Appearing before the civil division of the Arizona State Superior Court is often required in Mark’s practice. His court experience includes jury and bench trials, hearings, and numerous oral arguments, where he has served as lead and co-counsel in a variety of construction and non-construction litigation matters. Mark’s non-construction experience includes commercial contract breach, administrative law matters, commercial foreclosures, creditor rights, and enforcement of money judgments. He has also served as an Arbitrator in several Maricopa County Superior Court compulsory arbitration actions. In addition to having traditional Superior Court civil litigation skills, he appears regularly before various administrative agencies and forums, most frequently the Arizona Registrar of Contractors and Arizona Office of Administrative Hearings. Mark’s hearings and appearances before the Registrar of Contractors include prosecuting and defending allegations concerning workmanship, “no-pay” complaints, and various regulatory issues that can arise when the construction contract is breached. He has also been involved in appeals from the Registrar’s office to the Superior Court, District Court, and 9th Circuit Court of Appeals. Mark has extensive experience in construction matters which fall within the parallel jurisdictions of the Registrar’s office and the civil courts. |

Dave has worked in the construction industry all of his adult career. He has been with Superlite Block since 1986 and is one of the most respected technical masonry authorities in the Southwest. He is passionate about giving back to the Arizona construction community and has served may years on the Arizona Masonry Council board as well as the AWCI-AZ Board and various committees. |
Brent Cooper is a third generation AROK owner. He started as a part-time laborer while attending school before transitioning to a full-time career at AROK in 1994. Brent has worked all aspects of the business starting as an apprentice, then journeyman, estimator, project manager and for the last 16 years, Brent has served as the company’s President. After working in the industry for almost 30 years, Brent recognizes that the company’s success is a direct result of building and maintaining relationships with employees, customers and vendors. His priority on every project is constant communication from pre-construction to completion to ensure that each project will be done on time, within budget and exceed expectations. His collaborative approach is what appeals to customers, which is why he has relationships and repeat business going back several decades. Outside of the office, Brent spends time watching his daughters play soccer and dance, he snowboards and mountain bikes on the weekends. He has a passion for music and the arts and volunteers for the Phoenix Art Museum through the Men's Art Council. |

Over his 30+ years of experience, he has worked in several large markets and multiple states. His tenure has included architecture, project management, and commercial construction. Additionally, he has worked in building products for manufacturers, distributors and has owned a business as well. His current position is with a manufacturer of wall board, PABCO Gypsum, and covers Arizona and New Mexico. Rick and his wife, Nancy, have two grown children and have lived in Arizona since 2015. He enjoys golf, outdoor activities, and helping individuals/businesses find solutions to everyday problems. |
Executive director | Gary brings over 10 years of comprehensive state & regional advocacy expertise. Extensive experience servicing patrons of Arizona from the city to state-level influence. Strong leadership advocacy for Arizona Non-Profit organizations and tribal communities throughout the region, even extending outside of Arizona to Nevada and Utah. Gary brings deep collaborative partnership history with regional tribes leadership, Non-Profit organizations, government organizations such as the National Park Service, as well as commercial municipal organizations.
